or liquids containing morphine, or mixed together with cpium or morphine, of cocaine, x and B eucaine and all other materials, which could be considered as substitutes for morphine (1) when they are destined for medical use, is permitted to 1
pharmacists;
b) physicians qualified to have a dispensary;
c) veterinary surgeons, where no dispensery exists, or where there was no dispensary, when they established themselves there.
These latter are however not qualified to possess, etc. so-called opium-pills, opiumporders, anti-opium powders or other remedies, which aro said to be useful for broaking the habit of using cpium.
Import of mudical opium, morphine, cocaine, etc.,
destined for medical uso is permitted to qualified persons as pharmacists, physicians, veterinary surgeons, in quantities as may be required, but at the discretion of the proper modionl nutho- rity.
Expert of the above-mentioned substances for medical or scientific purposes is allowed, when it is ovidait from a deposition that the import is approved of by the competont Authority "t destin^tion,
The production or manufacturo, tho possession,
is also otc, and the slo of cooning for permitted export purposes,

The above-mentioned persons, also the pharmacists, are obliged to keep a register containing the data meant sub e of Article 10.
The possession, etc. of the above-mentioned substances, in so far as to give them the opportunity of personally doing with or administering it, is permitted not only to the persons mentioned above sub n, b and c but also to :
17 Physicians, who have no dispensary;
And in so far as these substances,
etc. do not belong
(1). What must be considered as a substitute of morphine, is decided by the Civil Medionl Service. Separate regulations ns mennt sub d of Article 14 are thus superfluous.
